A professional comedian wrote a letter to his local branch of the Ministry of Health saying that he performed "hobby surgeries" on members of his community. "Nothing complicated, just appendix removals, minor bone repairs after accidents, etc." and he wanted them to publish a "how to" pamphlet he was writing to help hobby surgeons around Germany.

Humor being forbidden in German bureaucracy, the office that received his letter sent him a reply ordering him to immediately cease his hobby surgeries, that they had no intention of publishing anything of the sort, and that he was to present himself immediately at the Ministry of Health to explain just what operations he had performed, and on whom.
