since Russia apparently has $600 billion in foreign reserves which have been frozen by their respective countries (AFAIK).

Russia has an extraction economy. Not only oil and gas but they have enormous amount of only partially tapped mineral wealth - precious gems, nickel, etc. Those winning reparations could be given leases to extract some of this wealth.

My dream would be for Putin and the top government and military officials administering this illegal war be arrested and sent to the Hague and tried for war crimes. Upon conviction, immediate execution, as was done for Hitler’s top staff.

Release Alexi Nalvalny from prison and send in election monitors to ensure fair elections for a new government.

Terms of ending the war require Russia to give up nuclear weapons. I doubt any of this will happen, but all of it would help new leaders govern Russia as a normal country instead of one constantly trying to force its will on its neighbors.
