I'd bet that there are at least a few who don't know whether the FUGITIVE SLAVE ACT was punitive or protective--perhaps even on DU. HERE:
Passed on September 18, 1850 by Congress, The Fugitive Slave Act of 1850 was part of the Compromise of 1850. The act required that slaves be returned to their owners, even if they were in a free state. The act also made the federal government responsible for finding, returning, and trying escaped slaves.

I know that citizens united did not exist back then... So I guess I would say it depends on whether it would have benefitted the family business.
Manchin looks after the family business and the will of his donors, never what is moral or is in the best interest of his state or the country.
