Brown made for a better story since Nate wouldn't have had anything to do with Harris.

At the time of the helicopter hard landing if it was Nate Holden TFG was flying with.
And Holden was a fixture in Los Angeles, where TFG had his business interests; not San Francisco, where Harris' career and interests were. Holden would have had very little interaction with Harris during his political life, as according to Wikipedia, he retired from politics -LA county politics, not State politics - in 2004.
My grandpappy voted for Holden.
