Duane Gish, for whom the Gallop was given its name, was was an evangelical "Christian" and vice-president of the Institute for Creation Research (narrator: "No actual research was performed there" ), one of the main promoters of creationism (i.e., suppressing teaching of evolution), and Gish was prominent in its media outreach.

One of his most effective tactics was challenging evolutionary scientists to debates, because he was very much aware of something the scientists usually overlooked: these weren't really debates at all, since there was no organization enforcing rules and penalties for violating them, and the judges were the audience, usually Gish's fellow evangelicals there to root for "their (God's) team". The scientists were caught flatfooted by this, because it's not how they were used to arguing.

Gish's favorite tactic, the one that became known as the Gish Gallop, was to rattle off lists of things evolutionist needed to explain. All of those things had answers, but none of those answers could be properly explained within the limited time allotted in the debate format. So the scientists were always left holding a bag of "things they couldn't explain" and technically Gish won the debates (to the smug satisfaction of his axe-grinding evangelical audience).

This quickly became a standard Republican tactic: bring up a whole bunch of bullshit that's already been answered, and run out the clock.
