But before I retired there were several coworkers I knew who would buy them in bulk lots like that. Some even got dealers licenses to get them wholesale along with guns. It’s been 15 years plus since then.

One guy who had a dealers license was careless enough that his wife mentioned he had accidentally fired off at least 3 rounds in separate incidents in the house. I wasn’t there to buy a gun or ammunition but to pick up a donation of camping equipment for the scout troop I was with. When someone’s wife mentions it to someone they never met before that’s telling.

Well, so many gun-owners have been stockpiling ammunition that it led to shortages many years ago... so I suppose someone buying up 2000 rounds for his new gun sadly would not raise any "red flags"-- and they wouldn't have much standing to do anything about it, even if it did--
short of the buyer saying

"I need this much ammunition so that I can kill my whole family,
which is a really big family
and I am a really bad shot"...

1000 rounds could cost more then the rifle. I've seen the rifles going for as low as 400, 1000 rounds I think is about 450-500.

Found 3 sites selling that round.
They were $330, $340, & $360 for 500 rounds. So, $1,300-1,400 or so for the ammo.
It wasn't an exhaustive search, though. There may be cheaper retailers.
The all offered free shipping though.

The shop the Uvalde shooter used was already under investigation for unusually high volume sales, especially ammunition. People in the US make money running guns and ammo into Mexico for the Cartels. Legislators MUST know it goes on if an old crank like me is aware of the problem.

Ah, profits.... always profit over lives.
