DCA tower staffing was 'not normal' during crash, preliminary FAA report finds

A preliminary FAA report on the collision found that air traffic control tower staffing at Reagan Washington National Airport (DCA) was "not normal" for the amount of air traffic and for the time of day, a source with knowledge of the situation told NBC News.

The tower typically has a controller that focuses specifically on helicopter traffic. But at the time of the crash last night, the source said, one controller at DCA was overseeing both airplane and helicopter activity.

FAA guidelines do allow for this position to be combined, permitting one controller to control both airplanes and helicopters.

Trump takes office, allows Musk to start firing and bullying safety personnel, and we have a horrific crash that kills everybody on board two aircraft.

Air traffic control staffing was normal, AP source says

One air traffic controller was responsible for coordinating helicopter traffic and arriving and departing planes when the collision happened, according to a report by the Federal Aviation Administration obtained by The Associated Press.

The configuration was “not normal,” the report said, but a person familiar with the matter said the staffing at the air traffic control tower on Wednesday night was at a normal level. The positions are regularly combined when controllers need to step away from the console for breaks, are in the process of a shift change, or air traffic is slow, the person said, speaking on the condition of anonymity to discuss internal procedures.
