I looked this up, because I wasn't sure whether terrorism is the most accurate term to describe what's going on. It turns out there are a seemingly endless number of definitions, and none that seem to be universally agreed upon. However, virtually all of the definitions I found (in an admittedly non-exhaustive Google search) mention violence as a key element. For example:
