The only check on his power (except for one I’ll explain) is the Court. If they rule his actions are un-Constitutional, then Congress might impeach Trump to stop his excesses.

But this Congress won’t bring charges and this Senate won’t convict. So, Trump can ignore the Courts and proceed unhindered.

Unless the military intervenes. That is a development we definitely do not want.
