While likely not a quote, certainly Jackson’s actions regarding SCOTUS’ decision against Georgia brought that quote to action (or lack there of).

Net - the judiciary’s power (IMHO) has always been based on respecting the rule of law with no real teeth in the face of systemic resistance to that rule.

So, enforcement is now left up to the corrupt Pam Bondi.
