Why wasn't Zsolt Zsolyomi - A Hungarian national charged with killing 2 men and robbing a woman, sent to El Salvador??

If I am to believe that the goal is to rid the USA of violent immigrants - then why wasn't he sent? Was it because he did not have the pre-requisite tattoos?

SNIP

* 10/2/22: Zsolyomi enters the U.S. from Hungary on a 90-day visa waiver

* 1/1/23: The waiver expires. Zsolyomi is not heard from

* 4/18/24: Zsolyomi is charged with petit theft by the Broward Sheriff’s Office. His immigration status is not questioned

* 7/16/24: He’s charged with Strong-armed robbery for stealing $50 from a woman on Miami Beach

* 9/6/24: Zsolyomi is taken into custody by U.S. Immigration and Customs Enforcement. He’s transferred to the Krome Detention Center, fitted with an ankle monitor and released under the Alternatives Detention Program — despite overstaying his visa waiver.

* 9/19/24: Homeland Security’s Intensive Supervision Appearance Program alerts ICE that Zsolyomi’s monitor has been tampered with.

* 9/25/24: Zsolyomi’s case is referred to ICE’s Fugitive Operations Unit. The same day the state drops the strong-arm robbery charge against him.

* 11/21/24: The next time Zsolyomi is spotted is on a security camera at the Miami Beach apartment of Carlos Villaquiran, 66, who’s found strangled in his bathtub, face-down in six inches of water. He’s also identified later that evening running away from a crash that involved Villaquiran’s stolen SUV.
