You don't put our top level tech in the hands of another country, especially if they're in a current war. Capturing our equipment would be a tech loss for us.

Bragging about taking advantage of others has always been a Trump thing. Like saying he never pays taxes, or boasting that he stole the election. It his mind it makes him look smart and cunning.

Other countries might think something like, Fuck that, let's buy Saab Gripens from Sweden or Rafales from France if they can't buy top-of-the-line equipment from the US.

If a country wants a stealth aircraft. Only Russia and China have operational stealth aircraft and neither, as far as I know right now, are being exported. Other countries are developing them but I don't think any others are operational.

that Trump wants to sell allied countries, not as compared to those manufactured elsewhere. He doesn't want to sell the deluxe models of US military aircraft to our allies because he's afraid they will use them against us? So let's sell our ally, Canada, the most basic model, like a car with no power steering or electric windows or air conditioning or even a radio. Of course, since he's busy turning allies into enemies, maybe there's some logic there. My point is that if our allies, if we even have any left, might turn to other suppliers if they can't get the power steering and air conditioned versions.

They are fully functional fighters, just not equipped with the most recent upgrades. They can still shoot down MIG's, just not as easily or efficiently as we can. I'm sure there are price differences for the varying levels of technology requested by the purchaser.
