There seemed to be a baseline of 10% on every import. . . .

he held up. 10% seems to be the bare minimum; the percentage will be assessed on a country-by-country basis. At least this is what is being reported. Honestly, I think it will take some time to sort it out. Maybe the dumbshit hasn't even decided on the specific % yet.
