The total adds up to 99. which Senator was absent or voted present. I assume, by the numbers, it was a Republican.
I'm just curious about who that was.

(98,883 posts)4. The problem is the bill is not filibuster proof so it can be vetoed, and the house would also need to pass it.

The GOP would had filibuster last nights vote if they could. This was a motion under The National Emergency Act which cannot be filibustered
