Why couldn't we subsidize the industries we want to grow and place reasonable tariffs to protect them?

Tariffs work best when they are tailored to address specific economic problems. Congress could decide which industries are important to support, either for national security reasons, economic reasons or for broader social goals. Tariffs can then also be imposed to help support those industries.

The US already subsidizes its farmers. US punishes other countries for what you consider subsidies, such as Canada softwood lumber which is not subsidized but bids on crown land timber. You could also say goodbye to WTO if you aren't going to play fair.

Also they could not use bogus numbers from that to stop taxing the rich.
