One of the most important rules is that when the bully demands your lunch money you don't give it to him, even if he tries to rough you up, because if you do he'll be back for it again tomorrow, and every day afterwards until you fight back, hard.

Nor should they. Their duty is to their own citizens. Countries will do what they feel is the best course of action for their own economy and citizens livelihood. If that means caving and making a deal, then that's what they will do.
