I learned this growing up. My father was a retired officer and when we would go to a nearby base and he would be saluted when he presented his credentials. He wore civilian clothes and never saluted back. This was widely a known protocol back then.

I didn’t know that. I think we’ve been accustomed to presidents always saluting back.
