When marching to music the music is in 4/4 time, and your left foot is supposed to strike the ground with the downbeat (first) beat of the four count - LEFT-RIGHT-LEFT-RIGHT 1-2-3-4. This group was marching/walking/strolling with the right foot on the downbeat.
