The spin was that there was a guaranteed 2-week period of "wait and see"; it was counterfactual, but that didn't stop the spin. Angular momentum can be a pain.


As for a security analysis, that Rubio spoke to China means they thought it a real possibility. But to do this weeks ago would have been telegraphing, so that was ruled out.
