They're prohibited by law from acting as government agents. This is my understanding. They have no more legal standing to grab people than you do.

DHS is desperate for bodies so they can fulfill quotas and a lot of these guys are probably being paid bonuses to get them to take the job. Though I wonder how they advertise for new hires. Also there could be some mercenaries involved like Erik Prince's operation.

Most of what they're doing does appear to be illegal, which could be the primary reason they wear masks and don't show ID.

As an aside, mute is not an acceptable label, just deaf. I worked with deaf people who were refugees from a middle eastern country. I'm thankful Trump was not president back then. There are some pretty good deaf advocacy agencies in Texas. They need to know this is happening. It sounds like they used video relay, and probably ASL.
There could be an interpreter somewhere in the US who knows Mongolian sign language if there is such a thing. The people I worked with did not have a local signed language and were never allowed to go to school. These people grew up using gestures and mime. He needs to be able to speak to a deaf interpreter. Deaf people can communicate with deaf people from other countries better than hearing people. But not over a video call. They will need extra time and the ability to draw pictures to find a way to communicate.
I'm sure Trump will not give a rat's ass about his disability and allow special accommodations. Deaf experts need to be contacted. Hearing people don't have a clue what his life has been like.
Steven Miller is evil incarnate as are his minions who do this dirty work.
