Good article re: Texas flooding and alerts by 35 year meteorologist in warning/forecast provision and research

I have spent the last 24 hours looking at media reports and social media posts about the Texas Hill County tragedy and being appalled by the level of misinformation I am seeing. I have tried to put together an updated, more reasoned summary I hope you'll read.

I have ben working and only hearing the headlines. I now have a much more informed understanding of what transpired.

It did reinforce that Secretary Noem is a twit.

U.S. Secretary of Homeland Security Kristi Noem said Saturday it was difficult for forecasters to predict just how much rain would fall. She said the Trump administration would make it a priority to upgrade National Weather Service technology used to deliver warnings.

“We know that everyone wants more warning time, and that's why we're working to upgrade the technology that's been neglected for far too long to make sure families have as much advance notice as possible,” Noem said during a press conference with state and federal leaders.

Why are people allowed to overnight on a flood plain?
Why are they allowed to build homes on a flood plain?
Are these victims insured by the state or State Farm?

People don't count in the cost, benefit analysis.
