So Trump will do what he always does, which is to sue, and Newsom will demand total discovery. Newsom knows how Trump plays the "manipulate the legal system" game. Plus CA has all sorts of ways to retaliate. Trump made this mano a mano and forgot that CA is the fourth largest economy in the world. That is a very big stick.. Newsom's goal is to break Trump.
