What grade would you give Merrick Garland's tenure as Attorney General?

I am very curious what other DUers think of Merrick Garland's term as AG.

This repetitive nonsense and name-calling is accomplishing exactly nothing. The AG right now is Pamela Bondi. How do you like her? Better than Garland?

Do tell. I'm sorry, but what is the point of this. We cannot hit rewind and replay on the past. We can, however, have a chance to influence things now and in the future. Why don't we work on that, eh?

Bondi is certainly horrible but there is a non-zero chance she would not be in her current job right now if Garland had done his job.
