Why is the FBI involved in a matter that doesn't involve a violation of federal law - or of state law, for that matter? The legislators refused to show up for a quorum, which AFAIK isn't even illegal under state law. The arrest warrant is a civil warrant issued by the state legislature. Nobody broke any laws, never mind federal ones.
