I think that militarizing blue cities and states is just one step in a plan. He wants to provoke violence from protesters in order to shoot at them to intimidate others from protesting. It would also give him the excuse to declare martial law and suspend all civil liberties and the Constitution itself. It would be Trump's Reichstag Fire.

Also possible that he has some outrageous announcement planned regarding policies or his absolute power and is setting up troops in places where he expects that the strongest protests and resistance would come from.

...and I like that is shows support for the community, but it if they are there for an enforcement action, it's completely unenforceable. Now, if some guy walks in and has ICE or DHS or whatever visible on their clothing and wants to eat lunch or buy something, then the owner can refuse to serve them. But they can't stop an enforcement action taking place in the public part of a business.
