Any bill that is passed to pay federal employees during the government shutdown...

must protect those employees from being laid off by Trump. Trump would be more than happy to lay off furloughed workers, so that they wouldn't get paid.

Democratic Sen. Chris Van Hollen's bill would have done that.

True Shutdown Fairness Act, also would have blocked the Trump administration from implementing more layoffs during the lapse in funding.
