...is headed to the US from the southern Caribbean. It would take 20+ refuelings to get to Florida or Texas.

It's widely known that (even if we assume the boat was carrying drugs), the vast majority of drugs transported from Venezuela go directly to Trinidad and Tobago (which is relatively close to the Venezueln coast, and from there go to Europe.
