If he is just sending the money to every soldier, regardless of their situation, that means those who were supposed to receive housing assistance, won't.

Will the media report this minor little detail?

It's more fun for him if he gets to screw someone over in the process. Wouldn't be surprised if he added himself to the list for the payment, he went to military school after all.
