While his partners in crime swarmed in from the drivers side screaming at an innocent US citizen exercising their constitutional rights to "get out of the fucking car". Dude had ALREADY pulled a stupid move around moving vehicles, just 6 months before.

If what Noem is saying is even true in the first place, this particular tidbit is the OPPOSITE of exculpatory, rather it provides MOTIVE.

From Title 1, U.S. DOJ Policy on Use of Force:
"Firearms may not be discharged solely to disable moving vehicles. Specifically, firearms may not be discharged at a moving vehicle unless: (1) a person in the vehicle is threatening the officer or another person with deadly force by means other than the vehicle; or (2) the vehicle is operated in a manner that threatens to cause death or serious physical injury ... and no other objectively reasonable means of defense appear to exist, which includes moving out of the path of the vehicle."
Also, placing oneself in the path of a moving vehicle constitutes officer-created jeopardy and undermines any claim that deadly force was necessary.

Lack of training or proper supervision as well as any evidence this person has the mental capacity and the psychological makeup to handle complex interactions in a professional manner. I’m sure willingness to do violence and an abiding hatred of “WOKE” and fealty to a Tyrant was all the resume they needed. Unqualified and unprincipled is the demographic they are sifting for.

Sounds like this guy had a Shawinigan Handshake moment (look it up, it's pretty funny in that case because the guy lived), a cop in a rogue force with ptsd from his experience and nobody trying to mitigate it, and the guy snapped in a predictable situation.

I will change my opinion about this if evidence shows the guy to be a total bad seed vs. an average bad seed of ICE.

then they will have a better excuse to advance their invasion and ultimately declare martial law. Noem probably wants to put him out there as a pawn.

Gov. Walz has already activated the National Guard. He has talked about using the Guard to protect against "a rogue ICE agent" and has also suggested it may be necessary to use armed guards to protect children at certain schools. Meanwhile, there should be plenty of support for a civil suit in state court against the murderer.
