A deliberate tactic is to step in front of vehicles to justify shooting people!

They were a) instructed to look for an opportunity to shoot into a blocking vehicle or, at a minimum, b) cleared to do so. The way he drew that weapon and started firing was not defensive. The way he positioned himself "in front" but kind of off to the side? It doesn't ring true. He knew exactly what he was doing.

This is an order that comes straight from Miller: get more aggressive with vehicles blocking you / "impeding" in any way, and shoot if needed.
