I was very uncomfortable when he walked around their car.
It was like he was stalking them.
Did you see 2 of them bump elbows when it was over?
You could see their smiling eyes above their masks.
Makes you wonder about this whole event.

And why wasn't he moved to a new location?

The theory is that he's been kept in place and anger fueled against him specifically to get him shot at by a person on the left. That would give Trump and his DHS/ICE goons the justification for the Insurrection Act.

I wondered why his full name was promptly released, which is against protocol. So it seems like a possibility.

An administration official (Krusty Gnome?) mentioned that the agent had been hit by a car some months ago, and a reporter dug into court files and found his name. I think that's how it went. (I could be wrong.......)

It's been pointed out that the video has not been checked by experts for signs of alteration, which if it was done, likely happened in the first few moments of the video.

But still, why is he still out in public in Minneapolis, still harassing people? Why isn't he on desk duty for awhile, in mandatory counseling following an officer-involved shooting, or at least moved out of the area?

These are not trained officers, are they? My impression is that they simply responded to the job listing. The only accountability they seem to have is to rack up numbers. This was a white woman, so apparently they aren't racial profiling. I think their job description is (as has been mentioned above) to incite the left to violence. The real police have been told to stay away. I looked up the job description. It includes bonuses. Imagine what the bonuses are for. God help us through this as we stand together.
