What is reconciliation?

I understand it allows the Senate to bypass the filibuster on budget matters. Why? And I am completely illiterate with regard to finance. What is budget reconciliation in a general sense.

1. The House and Senate meet to align (reconcile) the differences in the budget versions they passed.

they have a waiver for reconciliation from that requirement?

3. I think, for many types of bills, reconciliation is possible.

Regarding measures which are not subject to reconciliation, I think the Republicans have tried to structure them to appear that they are of the type which reconciliation is possible.
