Accompanying dependants are always supposed to be temporarily removed from the region if the threat con increases.
There's been a process and evacuation plans for dependents in place for this type of occurrence since WWII on foreign postings.

Rant Update Edit: I stand somewhat corrected, From Al Jezeera (of all sources) earlier this week there was a memo at 5th Fleet authorizing voluntary evacuation of US dependents in Bahrain, including days authorized, approved locations to evacuate to, travel voucher processes and reimbursement rates for family members based on service and rank.

Mandatory evacuations apparently began 2 hours before Operation Epstein Scramble.
