He usually has the loudest bark but not this time.

I recall something similar happening in his first term with North Korea. They fought back with biting words and he slunk away.

seemed to think that they could start a war and Iran would not fight back.

Not sure why they thought that, but it sure seemed to be the expectation.

why not open Panama to all Iranian shipping in return for opening Hormuz Strait to all international shipping ?
It’s a ploy but think of the p.r. value. It might even get the ball rolling again.
