The United States is the only advanced country in the world that claims the right to levy taxes on people based SOLELY on place of birth in the U.S. Those born in the U.S are U.S. citizens no matter where they live in the world. U.S. "citizenship taxation" has its origins in the U.S. Civil War period. It has remained the law since that time. It was not enforced until 2009.
In 2009 the U.S. began to enforce the old and antiquated law of "citizenship taxation". In addition, the IRS began to aggressively enforce the 1970 FBAR ("Foreign Bank Account Report" rules. U.S. citizens abroad were pressured to enter the "Offshore Voluntary Disclosure Programs"which mandated the payment of massive penalties to the IRS. Understand that these were penalties for the violation of laws that most Americans abroad neither know about nor had any reason to know about.
With the advent of FATCA, the United States, "tightened the screws" and is NOT is hunting the world for people who have a "U.S. place of birth". Those interested in this topic may also be interested in: FBAR, PFIC, CFC (Controlled Foreign Corporations), and the U.S. "Exit Tax" which those renouncing U.S. citizenship may be subject to.
