I think if they wanted to start a PAC, they'd need a lawyer and accountant at a minimum just to keep up with rules and regulations.

working on a tribal election. This may be little to people on our board but to these workers it is important not to mention that these are young people who are getting interested in the political system for the first time.

Even more important these are young Democrats who support Bernie and I want to encourage them.

Otherwise your advice is appreciated.

The local branches seem to be fairly autonomous (from what I've seen, ours seems to be almost entirely autonomous). I think you should be able to get information on how to set up a branch here. A lot of DFA groups work on progressive reform of the party.

Other than a PAC, what have they been working on? It seems like one of the big first steps people take here when they decide to challenge incumbents is identifying prominent activists who might support them, talking to them, and putting together a network (organization endorsements often come later, because they follow certain processes).
