I think that, just like all of his other imagined "plans", the only thing that exists is his "concept of a plan". I have yet to hear him discuss a plan for anything in even sketchy ideas, much less in any detail. He's just a typical shallow, ignorant, blowhard, who couldn't "explain what mass deportation entails", because he has no idea.
