President Appoints Marvin E. Kaplan NLRB Chairman

President Donald J. Trump has named Board Member Marvin E. Kaplan Chairman of the National Labor Relations Board.

“The President’s announcement is an honor and privilege, and I look forward to serving as Chairman of the National Labor Relations Board,” Kaplan said.

Chairman Kaplan also recognized former Chairman Lauren McFerran for her service on the Board, which ended on December 16, 2024, as well as Member Gwynne A. Wilcox for her service as Chair since then.

Chairman Kaplan has served as a Member of the Board since August 10, 2017. On December 21, 2017, President Trump named Mr. Kaplan Chairman, and he served in that capacity through April 15, 2018. On July 29, 2020, the Senate confirmed Mr. Kaplan for another term of five years expiring August 27, 2025.

Before his appointment to the NLRB, Chairman Kaplan served as Chief Counsel to the Chairman of the Occupational Safety and Health Review Commission, as counsel for the House Committee on Oversight Government Reform, and as policy counsel for the House Committee on Education and the Workforce. Chairman Kaplan has also worked at the U.S. Department of Labor’s Office of Labor Management Standards and with the law firm McDowell, Rice, Smith & Buchanan.

Mr. Kaplan received his J.D. from Washington University in St Louis, and his B.S. from Cornell University.

Established in 1935, the National Labor Relations Board is an independent federal agency that protects employees from unfair labor practices and protects the right of private sector employees to join together, with or without a union, to improve wages, benefits and working conditions. The NLRB conducts hundreds of workplace elections and investigates thousands of unfair labor practice charges each year.
