doesn't have an online SSA account because his name is similar to others and they couldn't verify him and let him sign up. We even had a SSA phone conference and they couldn't either. This was a few years ago. How will he verify his citizenship?

That's how they roll. Absent a substantial court ruling this will continue to get worse.
