It's only usmca in Yankland - sorta like the Gulf of Yankland.

From the Canadian viewpoint he turned it into "CAMUS"

Most people, and especially MAGA types are not going to absorb.

TLDR:
Reality: Nobody is having to pay those high tariffs on dairy goods sold to Canada. Most pay no tariff at all

Slightly longer:
Because the tariffs are only applied if the the amount sold exceeds a quota, and for almost all products, the amount sold is way below those limits.
