Maybe it's their first time and they just don't know any better.

(Speaking of which, on my 21st birthday, I went to three different liquor stores trying to get carded. It dudn't happen. At the third one, I asked the guy in a semi-whine, "Aren't you gonna ask for my ID?" He said, "Nah. You act 21." I guess being legal changes your attitude.)
