Start National Oil in America
Starting National Oil & ending exports of oil will lower gasoline prices to a steady never raising rate of $2.00 a gallon, which will also fully fund 100% National Health Care in America. It will save consumers and businesses money for transportation, lower business costs and make us more competitive globally to compete against nations who have National Oil. A steady rate will stabilize the economy & make America a better risk free place to invest in.
We will use the Army Engineers to entirely run this program, from exploratory, drilling, pumping, refining, and pumping into your vehicles. This will end raising gas prices, stop foreign dependency on oil, and accompanying wars. It will put our oil under the protection of our National Security. Our federal oil is free, and this is do-able.

(487 posts)The biggest hurdle is the state of mind that opposes National Oil. The oil and federal lands above it belong to you and I, not the corporations who have taken control of it. The second issue is allowing government to control our National oil instead of corporations when oil is a National Security issue. So there are these issues that amount to a state of mind in making a decision to take back what belongs to us and convert it into a profit that lowers our gasoline costs and gives us free health care. There are many advantages like making our corporations competitive globally, lowering business costs to transportation, lowering product and food prices, etc.
So lets move on. The idea here is to take control of all of our federal lands and resources for profit, of which one is our oil. Oil under our federal lands is free, has been for several billion years. Under National oil the entire operation will be run by the Army Engineers, the same people who currently oversee our federal oil lands. Corporations will have no role in National Oil for a host of issues not discussed here, nor will private oil on private lands be disturbed or taken. We are only concerned with what belongs to you and I on our own federal lands. What we will do is stop all oil exports and let those country's shop elsewhere, while diverting that supply into our own uses. We are currently using 60% of our own oil, minus the exports & minus what is available & capped. If corporations want to compete they can buy oil from private lands and refine & sell it. Around the edges of National oil will be private company's that furnish well pipe, gaskets, pumps, trucks, etc., but will have no hand in the operations.
We have abundant oil that has been explored, much of it drilled and capped across our nation. You only have to drill a hole with casing one time, a one time expense. Then you put a pump on it, one time expense. Build a refinery requiring maintenance, but one time expense of $1 billion. And service stations one time expense. Army Engineer salaries ongoing. It will cost about .17-.26 cents to pump one gallon of oil from the ground, and .32 cents at the refinery to make one gallon of gasoline from two gallons of oil, so .49 cents or less per gallon of gasoline. BUT there is still one gallon of by-products, and this is where the jet fuel, diesel, machine oils, plastics, clothing, etc. comes from, the actual gold mine of the refining process. This second gallon and its profits is what makes the entire National oil system absolutely expense-less. That is why country's like Venezuela can pump gas at .09 cents a gallon and still be making a profit to support their country.
So this is why we can completely fund our own 100% National Health Care. America is using roughly 386,000,000 gallons a year or sold at $1. would be annually $386,000,000.00 Now double that, because we are going to pump for $2. a gallon. We haven't added in the gold mine byproducts yet. To completely fund National Health Care annually, Economist Len Nichols, who heads the health policy project at the New America Foundation, said guaranteed coverage will cost $125 billion to $150 billion a year when fully phased in.
