are tied down so you can't use them.
Normally these are for doors that lead to a courtyard in the center of a building. So now you might not get much response if you used them.
There are intercoms to get to individual apartments and they would buzz you in.

teh building owners might not have a choice but to keep them. A lot of the remaining old facades are probably protected as historical.
