It's a little slower paced than a lot of mysteries but the stories are complex, well written, and very well acted.

Context and continuity are important. It takes a couple of episodes to introduce the situation and the major characters. Let it come to you while you are getting your bearings.

went off to WWII. He was partially in the war for the rest of his life he was so effected by it. He read Barbara Tuchman and the like. Had the record of Churchill speeches. He liked Foyles' War. And I liked it too (who grew up hearing about military history) though we did not watch all of them. I can't remember the plots though.
