putting their lives in danger, the best thing would seem to be to make sure he either couldn't leave, wouldn't go far or would be moving too slowly to be a danger.
I still remember from the old Cops series where a deputy pulled over a guy who stopped for him. As the deputy approached the pickup, the guy took off. The deputy ran back to his car and chased the guy who eventually pulled over again. The same thing happened and he took off. The deputy pulled out his pistol, put some bullets in the guys tire than calmly and slowly walked to his car and slowly drove along until he reached the pickup and arrested the guy. No high speed chases, no violent fight, nobody hurt. One perpetrator in custody owing a bill for a new tire and damage to his wheel.

run from a cop and other cops will pull out spike strips in your path.
maybe shooting out tires is 1 of those things that only works in movies. but…

advance and the vehicle has no choice to avoid them. But officers don't get out of the car carrying them on an investigation. If suddenly, the driver tries to take off, a few shots in the tire beats shooting at the vehicle as it is running away like some cops do. For a minor crime, it is safer for everyone.

That example was not a "movie". It was a real incident. At the time, I was curious and did a web search and found a newspaper story on it. Since the show is not live, although the video was made live, I had to search back a bit for the story.
