AR Works Enrollees Urged to Pay Overdue Insurance Premiums to Avoid Tax Intercept


LITTLE ROCK, Ark. - The Arkansas Department of Human Services (DHS) began mailing out letters today to Arkansas Works enrollees who did not pay their $13 monthly premiums for their health insurance in 2017.

The letters encourage enrollees to pay the overdue premiums by Nov. 22.

If enrollees do not pay their premiums, their names along with the amount owe will be turned over to the State Department of Finance and Administration (DFA) for what is called a tax intercept. That means DFA will move to recoup the money owed through the enrollees’ State tax refund.

Only Arkansas Works Enrollees who have an income between 100 to 138 percent of the federal poverty level are required by State law to pay a premium on the private health insurance they receive through the Arkansas Medicaid program.

In 2017, 54,247 Arkansas Works enrollees failed to pay some or all of their monthly premiums for a total of $4.8 million due. The most an enrollee would owe for 2017 is $156.

Enrollees who owe premium payments can mail those payments to the Arkansas Department of Human Services Office of Finance P.O. Box 8181 – Slot WG-2 Little Rock, AR 72203-8181.

Here's my letter to the editor of Ballinger's home town paper. It's not published yet. My column about this has posted, but the Madison County Record gave me 50 more words for a letter so it was a bit more pointed.

Dear Editor,
I am so done with corrupt, self-dealing, sleazy politicians.

Unable to keep a job in a title company because of his multiple foreclosures and corruption risk, Bob Ballinger went into state politics and within 5 months was thick as thieves with the Ecclesia swindle crowd.

He’s been in our state house for six years and all he has done is vote for a 100% increase in his salary, “earn” $25,000 for “pretend” notarizing a deed in the Ecclesia College swindle and in a gesture of cold Christian charity, voted to take health care away from needy adults in our state.

Bob has only introduced one piece of legislation and that is to strip citizens’ rights for a jury trial in civil litigation. Bob thinks corporations need to be protected against the people, not the other way around. Bob’s bill is so laughably unconstitutional that it will immediately be struck down in any court.

Bob Ballinger, like Brett Kavanaugh, is a member of the Federalist Society, a group of far right-wing lawyers who want to nullify our Constitution and replace it with one that will be Of, By, For the Corporation. Now Bob is taking outside, special-interest, dark money to achieve that end. He does not care about us, the citizens of Arkansas’ 5th Senate District.

I am grateful that this election we have real choice and chance. His opponent, Jim Wallace, believes that our state government should work for the people, not the corporations. In contrast to what Ballinger hasn’t done, Jim Wallace plans to bring high speed internet to all the rural areas in Arkansas. If we had decent rural internet access, many of those people thrown off health care rolls would be able to comply with the new restrictive laws Ballinger helped put in place.

Our communities have not been spared from that drug of hopelessness, synthetic opiates. To help bring an end to this scourge, Jim Wallace will work to bring in new jobs and raise teacher salaries so our children can be well educated. Jim will fight for fair wages and decent rural EMS and Fire services.

Housing in our small towns is critical and Jim Wallace has plans to help alleviate this increasingly unaffordable housing crisis.
We have a chance to evict the corrupt men from our state government. This election we actually have a choice. Let’s VOTE prosperity for the people, not the corporations.

I'm helping on some local campaigns in Pope County. Lots of paper cuts and migraines lol.

I'm newly involved (better late than never) and learning that even local corruption runs DEEP.
