I know, I am a lab tech. This is an unreasonable search plain and simple! It cannot be argued on the basis of public safety. Or on any other basis other than animus towards the poor and especially towards the brown-skinned poor.
Makers of the lab machinery and the reagents used in the drug tests are big beneficiaries too.
