the crooks who supply and manage them.

The sidewalks and transit stations have become an unpassable mob of crooks, lowlifes, and nickel-level predators.

For years, there were a few friendly and good-natured food and merchandise vendors. It made a colorful bazaar of humanity. Then the crooks and knuckleheads invaded and ruined it all for everyone.

Sorry, but the cleanup was desperately needed, and was delayed too long. The longer they let it continue, the worse it got.
