Or are they quartered inside?

Prolly quartered indoors.

It's brutal for them to be outside for 12 hour shifts. They can often take their breaks indoors or inside a vehicle to warm up a bit. It's still pretty rough.

and it was to keep warm since it's cold outside, especially overnight. They also take breaks inside buildings like the capitol or white house or whatever is nearby and has available space. Local restaurants and people have given them free food and coffee. Our city is very grateful that the national guard are here.
