She heard from friends in her old neighborhood that they'd never had such bad flooding, and they are not near the beach or bay.

Tampa Bay is a body of water. It's the Tampa Bay area. Not directed at you personally, he used it in the video. I hate how news and marketing people have pushed it into being a thing, and it's a common complaint in my Tampa groups, lol. None of us like it. Does anyone call San Francisco San Francisco Bay? No.

Interesting video, but he doesn't identify most of the locations very well. It looks like most of his time was spent in St Pete and the Pinellas County area rather than Tampa and Hillsborough County.
